@evan It's an interesting question to think thru -- lots of complications that weren't obvious to me at first read.
Of course, I strongly agree that the people who live somewhere should have a voice in how their local government is run.
And now, how are "residents" defined? Is it based on property? Paying rent? How is this tracked ? Do all residents have to register with the municipality? How does it relate to immigration status? Is there a voting age? Can you be a resident of multiple cities?
