   Maybe the government never had any intention of sending anyone to Rwanda.

   Maybe they just want to try to do something that's obviously unlawful so that they can pick a fight with the courts, and then use it as an excuse for limiting the powers of the judiciary to keep the government honest.

     If they could have put people on planes, they would have. They fully intended to inflict cruelty if they could.

     Exactly. The "plan", such as it is, has been clear for several years: challenge the legitimacy of an independent judiciary, denigrate it, threaten it, ignore its decisions.
     Remember the Raab proposals to legislate so that ministers could simply declare court decisions invalid or irrelevant.
     They may yet declare elections suspended or the results invalid.

     @botvolution Maybe they're playing the long game and figure they'll be able to inflict a lot more cruelty in the long run if they can neuter the judiciary
