I'm assuming with prime minister in Germany they actually mean chancellor, but I think technically that's the head of government. The head of state is the president, right?

Like in France, Prime Minister can choose to ignore the assembly/senate (and this has been done quite frequently these last years) but assembly can do a vote of no-confidence (with majority of votes) to effectively kick out the Prime Minister.
At least for France the President holds a *lot* of power so in this particular case it's easy (unless somehow we do a Belgium, just President instead of Prime Minister).kaia likes this. -

The other thing is, who is the most influential person w.r.t. executive power. And this is not straight forward either, because for Czech, the President is IIRC part of the executive power, but de facto the power lies on the Government lead by the Prime Minister…
