     @justin I am headed into the office and can't make a proper bug report until later, but I had to manually install tzdata in my Docker container build of Pelican 4.9.1 on top of alpine:3.18 (under WSL, which... shouldn't make a difference?)

     @annika It might actually make a difference. Mind you, I have zero experience with Windows, but the dependency specification targets win32, and maybe that’s not expansive enough to cover your environment: https://github.com/getpelican/pelican/pull/3246/commits/1d0fd456e875d743516b56458ab9767511f3e5d3
