You're correct that the bounds of honour can't be allowed to apply to those who reject them, but between opponents willing to respect honour they're highly beneficial.
Honour is the reason why two warring city states are able to settle the conflict by having two champions duel to the death rather than wiping out the youth of both societies and scoring a pyrric victory.
