     Yes, in the upcoming version of Mastodon. It's currently being tested on some servers.

     The upcoming new version of Mastodon should let you have accounts muted just on Home, but visible on Lists.

     I've been experimenting with this and don't think it's possible to put a filter against certain keywords and then follow them in a list. (Does filtering come before listing? I think so.)

     That being said, the column feature has some pretty good precision where you can possibly include and remove certain hashtags, possibly getting the precision that mimics what you need. Hope this helps.
