As the sociopathic kids burning insects with a magnifying glass later growing up into the world's serial killers found out. Light itself is pretty nebulous and not easily observable unless concentrated into a beam by a prism or otherwise used to illuminate an area where there is a notable absence of it.

It acts as both a particle and a wavelength and can change between either state when unobserved. These facts have been proven in an experiment conducted where light was sent between two holes. As predicted, the light split up into two separate rays which illuminated the background beyond the two holes. This experiment was repeated in different ways under different circumstances and found that light, like electricity or water, prefers to follow the path of least residence to its destination. That appeared to confirm that it was both a wavelength and particle as scientists. They also noticed that the Light could change depending on whether it was being observed or not. Pretty strange stuff to say the least. Light, or matter that behaves in a similar manner to it can also be trapped inside an inverted prism and bounced around indefinitely while retaining most of the energy it had, which people suspect is the key behind getting fusion reactors to work.

All and all, some pretty interesting stuff when you take the time to look at the physics behind light itself.

Light shining through my window onto a table the other day produced a rainbow effect on my floor that was mesmerizing to see. The reason the light split into its rudimentary components is probably because of the surface it was reflecting from but it is still nonetheless interesting to see those range of colours appear.

Car headlights reflect on the road in the scattered way they do because of the total internal reflection happening between the road and the glass or mirror on the car's surface. When light from another vehicle's headlights or ambient light sources hits the surface of the side mirror at a specific angle.

it undergoes multiple reflections within the glass or mirror material. Total internal reflection happens when the light strikes the boundary between the glass and the air at an angle greater than the critical angle for that material. The result is the weird scattering of light you might see on the road ahead of a moving car that may end up further distorted by wet surfaces as we've established previously.

I believe what's going on there is that the water is uneven, so it is more scattering the light when it reflects it than properly mirroring it. Each part of the street is reflecting light from all sorts of directions to all other sorts of directions. You only see the headlights though because the headlights are by far the brightest source of light hitting the street. As a result, the headlights are reflected to your eyes from a much greater area of the street than they would if the street was a perfect mirror.
