I have never used self-hosted GitLab EE (Enterprise Edition). I hosted and used GitLab FOSS (in the past, GitLab Community Edition) before. It was also not bad, but It is little hard to maintain CI runner. Since GitLab EE have many many features, you will pay the cost not little to maintain and use comfortably.

Mizunashi Mana (mizunashi_mana@mstdn.mizunashi.work)'s status on Thursday, 20-Jul-2023 21:05:00 JST Mizunashi Mana @dvd GHC (A Haskell compiler) also has a official self-hosted GitLab EE migrated from Phabricator, and use it to manage the upstream: https://gitlab.haskell.org/, https://mail.haskell.org/pipermail/ghc-devs/2018-December/016613.html.
They are hosting well and I have not heard of any major problems there.
But, gitlab.com may provide more stability than self-hosting.
