I'm not surprised if that's the case, considering they can just easily cut off federation, and thus the large community to provide vibrant discourse, to one instance that decides not to kneel over to them. It would basically give Facebook abusive influence over the instances that want to federate with them. That's my prediction, at least, since I've never been a fan of projects that implement whitelisting, such as Peertube.

Sandbox games tend to use it heavily because people are putting in a lot of hours to get something and it takes one bad actor significantly less time to lava bucket everything than it did to build.
What I don't like is that it's damaging to social fabric in other ways. In practice people stop leaving the walled gardens so they stop being exposed to people, new people don't get opportunities to be invited, and the gardeners stagnate internally.
On fedi it's mostly just used at the behest of insane ideology enforcement; but there's... some reasons to use it.
