     @HarneyB That is definitely a horizontal dropout. No tensioner should be necessary.

     Would this be regarded as a horizontal dropout? It's not super vertical, but I somewhat feel/felt like hedging my bet due to its former derailleur being a longer MTB-type from what I remember. Do have a new single speed chain (+multiple speed one for Bike 2), so I think adding some new bolts and cleaning up the old wheels & cassette could do the trick.
