     Yes. It is not bug. Surely it is not convenient. Also you can skip [@host] between same server users.

     It's fine though. A user might want to reply all but not send a notification to users they don't follow, I can understand the logic. (Not to mention I suspect the code is easier (*・∀-)☆ )
