They throttle, so its not even shared/random. I am easily able to achieve the speeds as advertised in US, DE and SG though.
I would separate high bandwidth from compute maybe.
Or royalehosting.net ?

Then I'd rather suggest netcup.de (have not used them for 10+ years).
Webtropia is usually pretty good, but they have not fixed their IPv6 for VPS for over two weeks (if you use CF that won't be an issue).
Others I know are either more expensive per CPU/RAM or are capped at even lower than 200Mbit.

I wonder if the mac mini is comparable in power use.

Though also getting really close to Intel NUCs (or similar) - which are also pretty good choice for home price vs. watt vs. performance
