It's number 1 for me, because it does take that much. I used to run my own instances back in 2010 to 2016 (IIRC), and it does take from your pockets even if it's a single-user instance of family & friends only.
Then the team behind it (the admins specifically). If they're techie, or an advocate of the software or the fediverse or open-source and similar (usually there's an overlap). It adds more plus points for me. (Since there is the technical side to running an instance, and when things go wrong, they'll be able to get things back running again. 😁) And, you know, how long they're willing to dedicate part of their time.
I mean, even me, eventually gave up running my own. Financials aside, it takes too much time. Hehe.
