   I was reading just yesterday an NTSB report about an Amtrak derailment¹.

   It told «the track inspector’s workload likely prevented him from performing a timely walking inspection of the track in the area of the derailment».

   A way to say the company has to hire other inspectors, without stating this explicitly (NTSB can only give "recommendations").
