This is what happens when so-called law enforcement is given a consequence free hand and is even able to twist the definition of words to meet arrest quotas.
One of the words being used by ICE is detention. The actual word is imprison- what you call it when you take someone shackled wrists and ankles with chains and put them in a locked cell.
