I don't know if you're joking or not, but yes, the lights at my workplace are the same (some architectural genius around 8-9 years ago decided that lightswitches in each room are too last century). Initially had 10" touchscreens (running windows 7, I think); one broke down and was replaced with an Android thingy (size of a large phone) to control lights in around 16 rooms 🤦

Not a sensor, not an oscillator, it doesn't resonate but it uses a 555.
A trigger of some sort?
That resistor probably /somhow goes to the trigger input of the 555?
Overly complicated debouncer and level shifter?
Soft start for some DC thingy?
