That said, Trump's said to have developed an appetite for the power the office of POTUS gave him the first time around (and SCOTUS has now enlarged astronomically).

And that's what he's doing now - he's not being President, he's willfully exercising all the powers of the office like a 3yo whose been left home alone and getting into absolutely everything & making a mess of all it.
