That said, Trump's said to have developed an appetite for the power the office of POTUS gave him the first time around (and SCOTUS has now enlarged astronomically).
And that's what he's doing now - he's not being President, he's willfully exercising all the powers of the office like a 3yo whose been left home alone and getting into absolutely everything & making a mess of all it.

  Why's anyone surprised Trump's more interested in pet real estate projects & grifting than being president? When he ran the 1st time against Hillary & won, no one was more surprised than he: he expected to lose. He was running just to promote his brand - said as much after he won & said he didn't really want to be president & wasn't sure he'd take office. The GOP talked him into it - must've talked up his ability to grift off the public coffers. He didn't want to be POTUS then & still doesn't.
