@valhalla at that point I think it was touch and go on the principles but there was hope.
But the criminal aspect is the relevant bit. Pratchett (and therefore moist and vetinari) knew people are idiots en mass and will vote for whoever, often because they see someone unafraid to commit a crime as a good strong person
