@grantimatter Corey Doctorow (I know, he won't stop) had an interesting piece on the disaster of rooftop solar incentives in the US that speaks to this. Basically, capitalism / corporatism views money as the measure of performance, and corporations engage in "Reward hacking" to get the money without doing anything about the actual goal of the program, because we only offer money as an incentive.
