You know what internal investigators/digital forensics workers who have elevated access for monitoring do when they're bored? Yeah, they're looking through random people's shit. It's very common for them during quiet times to find items of interest to keep busy and justify their jobs. It was very common for departments to come to internal security with "concerns" over employee device use which translated to "we need to reduce staff, find dirt for us."
