Yes, absolutely this. It's totally got that George A Romero allegorical feel, and that whole air of ramping oppression, fanaticism and collapse of assumed social certainties.

I've seen really few explorations of the theme, and it's not doing the same in, but there's this 2009 indie film that kind of touches on this
