@mian I had success with "protected" PDFs by first unprotecting them with a Linux command, using PDF-XChange Editor Trial in Windows to cut the bits of the PDF I wanted and using Libreoffice Draw to fill the forms I wanted filled. a bit cumbersome, but it worked pretty okay.
