The time to discuss the wider issues will be after the judicial proceedings against the rioters and thus who incited them have concluded; otherwise it could be seen to prejudice them. There been some subtle changes already in the narrative - the inaccurate and pejorative adjective 'illegal' when referring to migration has been replaced in official statements by the neutral term 'irregular'.
