In short: there is still P2P, suppoted by HLS.

Longer answer: as it is mentioned in the blog post, we stopped supporting webtorrent to focus on HLS.

HLS is the technology that allows P2P streaming, especially for livestreams.

Both technologies were supported by PeerTube since v2.something, it was redundant and created technological debt, so we decided to settle it.
