so what i would do in this situation is just have a commission to review records or something and see if units have a disparity in giving out accolades. cause what the military actually did have a problem with is stuff like commanders trying to cover up sexual assault investigations to avoid embarrassments or like a racist CO not giving recommendations they should. that's it. that's all i'd do for this.
