It has nothing to do with cost. I'm convinced that they purposefully create traffic on public highways to redirect cars into tolls. Same thing applies with GPS. When there are two routs with same ETA, google always sends me on a Toll road instead of free. Lucrative construction contracts are distributed to political campaign donators.
