Sane people don't as it's often illegible. I started using block letters for filling forms since I graduated high school, and in Russia they've started using squares in most official forms — so most use block letters as well.
But this is MD Script, the worst of its kind — I think they are now typing this on computers now, at least in big cities, so it's mostly a thing of the past too.
