All due respect to Rep. Rosa DeLauro, but when Noem says that she intends to "eliminate FEMA and empower[...] states with vouchers from federal government" a better response is to ask how in the fuck sending a voucher during an emergency is going to help.

Like ok, you are up to your armpits in sewage water after a hurricane, so here's a voucher.
You need an immediate mobilization force who already have the training, equipment, and materials, not a voucher to go shopping for those.
