Just look at gaming, back when we all had dedicated servers, you'd report, the admin would check, and ban an idiot if it's actually a troublemaker, or dismiss if it's a non-issue.
Nowadays it's all on centralized servers, and anyone who reports you for even the smallest "offenses" has the ability to deprive you from the game you paid for.

Now that decentralization is on the rise again, they took their whole centralized mindset with them, and just ASSume it all works the exact same way, and then get shocked when their reports aren't being taken seriously.
