Whereever it was entrenched, the Catholic Church has always been an obstacle to progress. Best comparison would be to compare the Philippines to Ireland, where the Church opposed commonsense measures like abolition of the death penalty (cut off your hand, says Jesus) feeding children (because the state infringed upon the dominion of the family) and family planning. Only the most horrible violence and death upon women shook the Irish from their slumber. This was how abortion bans were overturned. Likely, it will be the same in the Philippines.
