Were I in Congress I would ask my constituents to write and suggest bills for me to introduce. Most would, of course, die at the hands of the maga-drunk R-party. But since Congress has refused to use its power of the purse to restrain FFOTUS/Musk-doggie, we need to seek other means, even little means. (Remember, the Lilliputians subdued Gulliver with a large number of small threads.)

My own first bill would be aimed at FFOTUS' vanity - I would submit a bill to remove funding for any but long term maintenance - and ban usage expenditures on - a pair of "VC-25" (Boeing 747) aircraft usually known as "Air Force One".

By-the-way, last time I checked - about two decades ago - the cost to taxpayers of a member of Congress submitting such a bill in Congress was on the order of $50,000. I am sure it is much higher now.
