Not really sure; he's somewhere in between a visionary who wants to see the nation develop (though he really isn't smart enough, he has some okayish advisors and isn't too crazy to utterly sabotage)

On the other hand he's just another crony politician who's expanding his sphere of cronyism, and doing nothing much to remove the cabal of crony criminal crime syndicate leader politicans and actually godawful corrupt government beaurocrats, that are basically the reason why this country is still a shithole (a randomish administrative beurocrat can sometimes earn so much in bribes that they can buy a villa in saudi and settle there), though that's been the case since like brit raj times
