For example, the movie Snowpiercer clearly conveys to future evil rulers that an apocalypse justifies anything. The movie has all of these comically awful images, like the food being made out of bugs, but the backdrop is THE WORLD IS FUCKING DEAD, so those images only have a superficial sting. Yeah bug food is bad, but you know what's worse? Being dead, like everyone else.
Gattaca's lessons for future evil rulers:
1. insurance incentives are a great way to enforce tyranny. "sorry, we can't employ the unvaxxed, we'd lose insurance coverage."
2. your enforcers need to have vetted attachments and family members, too. The unenhanced protagonist was only able to doom this vital space mission by failing at a critical moment (not depicted in the movie) because of the doctor who noticed the security breach but then deliberately overlooked it out of sentiment for the doctor's own unenhanced family member.
3. you need to take care of your fallen elite, or they'll conspire with your underclass
