Here’s the “over the barrel” strategy, maybe:

Replace 100% of the Doge-induced revenue with tuition revenue, and reapply the financial aid formula.

“Hi! If this Trump admin policy, your tuition next year will be $10 million. You are welcome to try to transfer. Of course, your kid needed legacy admissions to get in here, so good luck with that.”

If a whole contingent of ultra-elite schools did this in concert, it might actually work.
