nevLook, @Taweret, the evil aliens have advanced technology and the means to make it (they can probably travel to other planets and get it from there easily). The normal people on the planet don't have the technology and only a few people know how to use the malfunctioning fragments they have access to, which the masses perceive as "magic". It's really quite simple
