the EU member states constantly use "EU-wide negotiations" and Dublin 2 for example as reasons why they can't fix immigration. Further, Italy I think it was, had issues with the EU Human Rights Court striking down their reforms at the highest level. They can overrule every national court and legislative body. The EU puts pressure on Orban since he doesn't take enough migrants and fags.
