    Apple seemingly has an intermittent bug on OS updates that causes the device to go through the first-time welcome screen, which includes the ask about Apple Intelligence.

    When I did the update to iOS 18.3.1, I got the welcome screen and Apple Intelligence step on two devices that were already opted out.

    Those same devices both updated to 18.4 today without said screens. 🤷♂️
