This capitalist country is built on that. If you go to all sorts of different countries with different cultures they have a completely different worldview on how things are. If they all seem to enjoy doing something, what westerners would perceive as an "addiction", they perceive it as something celebrated in their culture whether it be smoking weed, chewing coco leaves, chewing betel nut husks, eating kratom, gambling, drinking beer or wine or whatever. Everything in capitalist America is designed to maximize profits. Why id like to do further investigation into if Anheuser Busch has any financial stake in rehab centers, and add it to my future book "the recovery industrial complex" because it's sort of like how they got women into the workforce so that they could tax the other half of the population, they create a problem they make gobs of money on and also invest in the solution to make gobs of money on.
