Schrodinger's transportation. The cyclist is in a state between vehicle and pedestrian and will only decide which to be when it is most convenient for him. When riding in the road with cars, he will run stop signs and cut off cars as though he's a pedestrian with the right of way. When driving on the sidewalk, he will pretend he is a pedestrian moving too quickly and forcing old ladies and babies in strollers to move out of the way.
