This should still work and is more or less official since computers in a corporate environment usually join domain immediately and don't necessarily have network drivers in setup.

1. Get your hands on a Win11 Pro install media
2. Unplug network
2.1 If you have onboard WiFi disable it if you even can
3. Go through setup as usual
4. When it asks you to create a Microsoft account, choose other options and click on domain join
5. Invent a random domain name
6. It will fail joining domain because it has no network, but let you through
7. Create a local account
8. Login with our local account
9. Go to settings where you would join a domain and remove computer from the random domain you invented minutes ago
10. Profit
