If you are not going to use JavaScript at all, I would recommend choosing a browser that does not support it instead of worrying about whether it is disabled or not. There are several options available, but my favorite is eww.

The only drawback is that Tor is a SOCKS proxy, while most of these browsers only use HTTP proxies.
