KathmanduThere's really no practical difference between "plainclothes ICE" and "random thugs". If they aren't in uniforms, and don't show badges with numbers and photo ID, we have no way to tell - and no reason to believe - that they aren't just random muggers or kidnappers. Anyone can *claim* to be ICE.
