The point of Nutlick's statement was to frighten people into not calling to ask where the social security check was because they would then be flagged as fraudsters. And then the "government" would have "cause" to permanently stop your social security payments for "fraud".
If you think this is a stretch, let's go talk to the guy in the slave prison in El Salvador who had no previous criminal record which made him a suspected terrorist and gave the regime "cause" to deport him in the middle of the night.
