Its a thing in india because despite the British intalling clean water infrastructure, apparently they haven't been able to maintain it or expand the treatment facilities inline with their expanding demands. So they pump raw river water which contains shit into the system and the water contains particulates. The solution rather than resolving this is to add filtration at the end point of all water courses.
