I liken it to the analogy of a town without laws against age of consent, etc.. There is a creepy old man who is grooming and sexually abusing young girls, and everybody knows it, but the government is toothless to do anything about it. What should the townsfolk do about this problem? How ought that issue be solved? ---And, solved in such a way as to be an exemplar to any other predators out there who might also want to take advantage of the toothless government?

In this scenario, the townsfolk need to have a collective consciousness that allows them to protect one another from the government when what needs to be done is done. But, assuming they are united therein, they can work together to have a society that otherwise remains free, yet bad actors who would abuse that freedom are coerced into good behavior by the invisible threat of collective ultraviolence.
