@Flick Very simple solution. A police boat gets near an illegal inflatable while in deep water. Deflate it with a few shots. Those who wish to be rescued get into the police boat and are taken back to the place they left by boat.
If we could use an uninhabited island to drop them off on, even better. It would only need to happen a few times.
