If you're not an American, and you were confused on why an American may act as if their laws apply to them, even though they're in your country, that is because it does.
As a US Citizen, if they broke a US Law while overseas, but it was perfectly fine in your country, yet officials somehow found out about it, when they came back to America, they could still be held accountable.
More interesting, is if your business is a Sole Proprietorship, we treat you and your business as one and the same. That means, if you have dual citizenship, between America and Germany, your business will be seen as American. You can claim it is "German" all you want, it will not matter, it is American in the eyes of our laws.
It gets even stranger. If you're not a US Citizen, and you have a Sole Proprietorship, and you sell products and services to Americans, we will still see your business as American, and have historically extradited people who have never once stepped foot in the United States prior.
