@quixoticgeek Timothy Snyder describes it the other way around. So freedom to; have a national health care system, build an equal & fair society etc. He thinks Americans assume "freedom from" is an assumption that what comes next is automatically free for everyone. This is why freedom of speech is less often challenged in America, whereas "freedom to" express yourself without being the recipient of hate speech (for example) is a more realistic description.
