There are 2 implementations, at github: 'otr4j/otr4j' (java) and 'cobratbq/otrr' (rust), I heavily annotated (a fork of) the spec at 'otr4j/otrv4' and pointed out a lot of subtleties, there is a prototype submitted on the otr mailinglist with no further response. There is 'otr4j/echonetwork' to test jitsi/otr4j and otrr and otr4j for compatibility/interop.
